Start with the paperwork, because it catches people out. Valley Stream is an incorporated village sitting inside the Town of Hempstead, and it runs its own building department. Permits are filed with the Village of Valley Stream, not the Town — a distinction that regularly trips up contractors driving over the line from Queens, who assume Nassau means the Town handles everything.
